Goa Medical Council registration and renewal | Vitels Form 15, the five-year renewal tied to 30 CME credits, and the 2026 rule that drops the NOC for doctors from other states.

Goa Medical Council registration is a paper application on Form 15, sent to the Registrar at Bambolim with the fee by demand draft. Registration has to be renewed every five years, and renewal depends on collecting 30 CME credits under a Government of Goa circular of 17 Mar 2008.

In short
  • Under the Goa Medical Council Rules, registration is applied for in Form 15 and renewal in Form 10, and fees are paid by demand draft payable at Panaji.
  • A Government of Goa circular dated 17 Mar 2008 says registration with the council "will have to be renewed every five years" based on 30 CME credits.
  • Since 4 Aug 2026 a doctor registered with another state council can get Goa permanent registration without an NOC, on a self-certification affidavit.

To register with the Goa Medical Council, fill in Form 15 from the council's website, attach your certificates and send it to the Registrar, Goa Medical Council, Bambolim, with the fee by demand draft drawn in favour of the Registrar and payable at Panaji. There is no online application on the website. The council was constituted in July 1993 under the Goa Medical Council Act, 1991 (Goa Act No. 6 of 1991), and its rules make registration renewable every five years. The forms, the Act and Rules, the CME rules and the 2026 transfer notification are all on goamedicalcouncil.com, read on 31 Oct 2026.

What registrations does the Goa Medical Council offer?

Provisional and permanent registration, renewal, additional qualifications and duplicate certificates. The Act lets a registered doctor add an additional qualification and get a duplicate certificate "on payment of the prescribed fee" (section 20). The council's Download Application Forms page lists the permanent registration form, the provisional registration form and the registration renewal form, along with numbered forms we have not reviewed. We found no good standing certificate process on the site.

Which documents go with Form 15?

Form 15 asks you to forward:

  • Birth certificate, matriculation or SSC certificate, or school leaving certificate
  • The degree, diploma, licence or other evidence of the qualification you are registering, in original
  • Two passport size photographs
  • Evidence of registration in the Directorate of Health Services, where it applies
  • Your certificate of provisional registration in original, if you were provisionally registered under section 25 of the Indian Medical Council Act, 1956

The form also asks for the date and institution of each qualification, your roll number at the examination, and any earlier registration under another Act with its number. Names must match the university records exactly. For what a new clinic needs after this, see our documents required to open a clinic.

Do you need an NOC to move your registration to Goa?

Not since 4 Aug 2026. A general notification of that date says the council has resolved "to eliminate need for submission of No objection Certificate (NOC) from other State Medical Council" for a doctor registered there who seeks Goa permanent registration. The procedure:

  1. Send Form 15 to the Registrar by post or email, naming your present council and disclosing every council you are registered with.
  2. Submit a self-certification cum undertaking on affidavit, in the council's draft, with your academic documents as listed in Form 15.
  3. Permanent registration is granted on verification of the documents.
  4. The council then verifies your status with your present council; an adverse report goes to the next council meeting and can lead to cancellation.

If you do produce an NOC from your present council, the notification says you will be registered on your academic documents without the affidavit route.

How do renewal and CME credits work in Goa?

Every five years, with 30 CME credits. The Government of Goa circular No. 14/4/2003-IV/PHD dated 17 Mar 2008 says "The registration of doctors with Goa Medical Council will have to be renewed every five years, which shall be based on having collected 30 Continuous Medical Education Credits." The council's CME guidelines add that doctors with specialist qualifications must show 10 of those credits from CMEs in their specialty, that medical teachers are not exempt, and that renewal notices go out by registered AD six months ahead. Failure to meet the CME requirement leads to a show cause notice, and "registration should be withdrawn until such time that the requirements are fulfilled." Under rule 61 of the Goa Medical Council Rules, a renewal notice in Form 7 is followed by a final notice in Form 16, and the name is removed if no renewal fee is paid within two weeks. Form 10 must reach the Registrar within 45 days of the notice. Our guide to registration renewal and CME credits compares this with other states.

How can a clinic or patient verify a Goa registration?

The council's website has no public search of its register. Use the Indian Medical Register search on the NMC website, which searches by doctor name and shows the registration number, state medical council and year of the information, or ask the council's office. The National Medical Register is replacing the IMR: PIB's release of 23 Aug 2024 says doctors already on the IMR "have to register again on the NMR", and each application is "automatically forwarded to the respective State Medical Council for verification". The council has posted its own guidelines for NMR registration on the website.

Where must the registration number appear?

In the clinic and on every prescription, certificate and money receipt. Clause 1.4.1 of the Indian Medical Council (Professional Conduct, Etiquette and Ethics) Regulations, 2002 says: "Every physician shall display the registration number accorded to him by the State Medical Council / Medical Council of India in his clinic and in all his prescriptions, certificates, money receipts given to his patients." Clause 1.4.2 allows only recognised medical degrees and qualifying diplomas, memberships or honours as a suffix to your name. Put your Goa registration number and degrees on the letterhead; the free clinic letterhead maker lays one out. In Vitels the prescription prints on your clinic letterhead with the registration number, on A4 or A5, from the e-prescription software.

Questions
