Clinic registration by state

Clinic registration Goa: the Goa CE Act 2019 Who must register, when to apply, the grievance officer rule and the penalties.

Clinic registration in Goa runs under the state's own law, the Goa Clinical Establishments (Registration and Regulation) Act, 2019, not the central Act of 2010. It names "a single doctor/group of doctors" in its definition, and a new clinic has to apply to the District Registering Authority before it starts operating. The forms and fees are set by state rules, which we could not open on an official site, so check them with the district authority.

In short
  • Section 11(3) of the Goa Act says a clinic that comes into existence after the Act "shall apply for its registration before starting its operations".
  • In a clinic run by a single doctor, section 9(2) makes the doctor the grievance officer; the name and contact number must be displayed and complaints answered within 15 days.
  • Section 38(1) punishes running without registration with "summary closure of the facility" and a fine of up to ₹50,000 for a first contravention, ₹2 lakh for a second and ₹5 lakh after that.

To register a clinic in Goa you apply to the District Registering Authority of your district under the Goa Clinical Establishments (Registration and Regulation) Act, 2019, in person, by post or online, with the form and fee the state rules prescribe. You get a provisional certificate within ten days, renew it yearly, and move to a five-year permanent certificate once you meet the minimum standards. The Act text is clear on who must register and when. The current fee schedule and application form are in the rules, which were not available on the Directorate of Health Services website when we checked on 31 Oct 2026.

Which law applies to clinics in Goa?

Goa's own Act. The Goa Clinical Establishments (Registration and Regulation) Act, 2019 (Goa Act 19 of 2019) was passed by the Legislative Assembly on 9 August 2019, received the Governor's assent on 19 September 2019 and was published in the Official Gazette on 23 September 2019. Section 1(3) leaves the start date to a government notification, which we did not find in a primary source. Section 48 repeals the Goa Medical Practitioners Act, 2004. The central Clinical Establishments Act, 2010 is not the law here; see our states list for how Goa compares.

A 2024 change is worth knowing. The Goa Clinical Establishments (Registration and Regulation) (Amendment) Bill, 2024 (Bill No. 26 of 2024), dated 25 July 2024, would insert a section 20A reviving lapsed provisional registrations for one year and letting unregistered establishments apply for permanent registration within one year, backdated to 15 March 2024 when an ordinance on the same subject was promulgated. We could not confirm from a primary source whether the Bill became law, so ask the district authority whether that window is still relevant to you.

Does a single-doctor clinic have to register in Goa?

Yes. Section 2(c) defines a clinical establishment as a hospital, nursing home, dispensary, clinic or similar place offering diagnosis or treatment in a recognised system of medicine, and says it includes one owned, controlled or managed by the Government, a trust, a corporation, a local authority or "a single doctor/group of doctors". Only Armed Forces establishments are excluded. Section 2(m) lists the recognised systems as "allopathy, yoga, naturopathy, ayurveda, homoeopathy, siddha and unani", so AYUSH clinics are covered. Section 8 then says "No person shall run a clinical establishment unless it has been duly registered".

Timing is stricter than under the central Act. An establishment that existed when the Act began had three months to apply, and a new one "shall apply for its registration before starting its operations" (section 11(3)). Registration under any other law does not excuse you (section 11(4)). If you offer more than one category of service you apply separately for each, except that a basic-lab diagnostic centre inside a hospital needs no separate registration (section 11(5)).

How do you register a clinic in Goa?

  1. Get the application form and fee for your category from the District Registering Authority. Section 7 makes the District Collector its chairperson and the Medical Superintendent of the Government District Hospital its member-secretary.
  2. Apply "in person, or by post, or online" (section 11(2)), before you open.
  3. Receive the provisional certificate within ten days; the authority does not inspect first (sections 12 and 13(1)). Within 45 days it publishes your particulars (section 13(2)).
  4. Affix the certificate "in a conspicuous place" visible to everyone who visits (section 15).
  5. Renew provisional registration within thirty days before it expires; a late renewal costs "enhanced fees" (section 19).
  6. Apply for permanent registration with evidence that you meet the minimum standards (sections 21 and 22). Your evidence is displayed for 30 days for objections, and the authority decides within the next thirty days (sections 23 and 26).

For the papers most authorities ask for, use our documents checklist and confirm the Goa list at the district office.

How long is registration valid, and what does it cost?

Goa registration types, validity and fees (Goa Act 19 of 2019; fees per state rules)
Registration typeValidityRenewalFee
ProvisionalTo the last day of the 12th month from issue (section 14)Apply within 30 days before expiry; enhanced fee if late (section 19)As prescribed by rules; ask the district authority
Permanent5 years from issue (section 27(2))Apply within 6 months before expiry; enhanced fee if late (section 27(4))As prescribed by rules; ask the district authority
Duplicate certificateAs prescribed (section 16)

Section 32 lets the government "charge fees for different categories of clinical establishments as may be prescribed". We did not find the fee schedule on an official Goa website on 31 Oct 2026 and have not repeated figures from unofficial copies. Once the state notifies minimum standards for your category, section 20 caps how long provisional registration can continue: two years from that notification for existing clinics, six months for clinics set up afterwards. Other states' published fees are in clinic registration fees by state.

What must the OPD desk display and keep in Goa?

  • The registration certificate, in a conspicuous place (section 15).
  • The grievance officer's name and contact number. In a single-doctor clinic that is the doctor, and a complaint must be answered within 15 days or the patient may go to the authority (section 9(2)).
  • Medical records and reporting "as may be prescribed", a condition of registration under section 9(1)(iv).
  • Bio-medical waste authorisation from the State Pollution Control Board; see our bio-medical waste guide.

What is the penalty for running an unregistered clinic in Goa?

Section 38(1): running a clinic without registration is "punishable with summary closure of the facility" and a fine of up to ₹50,000 for a first contravention, ₹2 lakh for a second and ₹5 lakh for any later one. Section 38(2) adds a fine of ₹1 lakh and cancellation of registration for running a clinic or practising "without the required medical qualifications", and section 38(3) up to ₹25,000 for knowingly serving in an unregistered clinic. The authority holds an inquiry and hears you first (section 38(6)), and you can appeal to the Goa Council for Clinical Establishments within three months (section 38(9)). The central Jan Vishwas amendments of 2026 apply to the central Act, not to this state law.

Where Vitels fits

Vitels does not file registrations. It prints prescriptions on your letterhead with your registration number, in A4 or A5, keeps each patient's visit records, and lets the clinic admin export everything as CSV when the authority asks. Core Vitels has no licence fee. See clinic registration in India.

Questions

Does the central Clinical Establishments Act apply in Goa?

When must a new clinic in Goa apply for registration?

Before it starts operating. Section 11(3) of the Goa Act says a clinical establishment that comes into existence after the Act "shall apply for its registration before starting its operations".

Who is the registering authority in Goa?

The District Registering Authority of each district, chaired by the District Collector, with the Medical Superintendent of the Government District Hospital as member-secretary (section 7).

What is the clinic registration fee in Goa?

The Act leaves fees to the state rules (sections 11(1) and 32). We did not find the schedule on an official Goa website on 31 Oct 2026, so ask the District Registering Authority for the current amount.
