  3. NMC registration number: what it is and where it must appear

Glossary

NMC registration number: what it is and where it must appear State council number, the old MCI number and the new NMR ID, and the four places the rules put it.

The number after a doctor's name on a pad is not decoration. The NMC Act makes enrolment the condition for practising, and the conduct regulations say exactly where the number has to be shown.

In short
  • Section 34(1) of the NMC Act 2019: no person other than one "enrolled in the State Register or the National Register" may practise medicine as a qualified practitioner or "sign or authenticate a medical or fitness certificate".
  • Regulation 1.4.1: every physician "shall display the registration number accorded to him by the State Medical Council / Medical Council of India in his clinic and in all his prescriptions, certificates, money receipts given to his patients".
  • Regulation 7.13 puts the registration number "including the name of the State Medical Council under which registered" on the sign board and the prescription paper.

An NMC or state medical council registration number is the number a doctor receives on enrolment in a State Register or the National Register under the National Medical Commission Act 2019, which regulation 1.4.1 of the 2002 conduct regulations says "Every physician shall display" in the clinic and in all prescriptions, certificates and money receipts. Section 2(v) of the Act defines a State Register as "a register maintained under any law for the time being in force in any State or Union territory for registration of practitioners of medicine", and section 31(1) requires the Ethics and Medical Registration Board to maintain the National Register. Most practising doctors hold a number from a state medical council; older numbers were issued by the Medical Council of India, which the NMC replaced.

Why does the number matter legally?

Section 34(1) of the NMC Act says no person other than one enrolled in the State Register or the National Register shall "be allowed to practice medicine as a qualified medical practitioner", hold office as a physician or surgeon, "be entitled to sign or authenticate a medical or fitness certificate", or give expert evidence on medicine in court. Section 34(2) sets the penalty for contravention at imprisonment up to one year, a fine up to five lakh rupees, or both. The registration number is the public proof of that enrolment, and section 31(4) makes the National Register a public document.

Where must the registration number appear?

  • In the clinic: regulation 1.4.1, and the sign board under regulation 7.13, which allows the name, qualifications, titles, speciality and "registration number including the name of the State Medical Council under which registered".
  • On every prescription: regulations 1.4.1 and 3.7.2 ("name and designation in full along with registration particulars in his prescription letter head"), and 7.13 says the sign board contents "should be the contents of his prescription papers".
  • On every certificate: regulation 1.4.1, and the Appendix 2 certificate form has a line for "Registration No." with the council named.
  • On every money receipt given to a patient: regulation 1.4.1.

Is the NMR ID a new registration number?

The National Medical Register portal was launched on 23 August 2024. The PIB release says a doctor's application "is automatically forwarded to the respective State Medical Council for verification" and that "After the NMC verification, a unique NMR ID would be issued". It also says doctors "already registered on the Indian Medical Register (IMR) have to register again on the NMR" with their MBBS certificate, the state council or MCI registration certificate and Aadhaar. The state council number stays the one on the certificate; the NMR ID is the national identifier that sits beside it. The register itself is explained in NMR, and the councils and their portals are listed on state medical councils.

What does a small clinic get right?

A single-doctor clinic prints one letterhead with the doctor's name, degree, council name and registration number, and uses it for the prescription, the medical certificate and the fee receipt. The same line goes on the board outside. Each visiting consultant's own number goes on their own prescriptions, not the owner's. A chemist's register under the Drugs and Cosmetics Rules records the prescriber from the pad, so a missing number is a practical problem before it is a council problem.

Questions

Is an MCI registration number still valid?

Section 33(1) of the NMC Act 2019 says a person registered in the Indian Medical Register under the 1956 Act before the Act came into force "shall be deemed to have been registered under this Act". The PIB release on the NMR portal asks IMR doctors to register again on the NMR.

Does the registration number have to be on a fee receipt?

Regulation 1.4.1 lists "money receipts given to his patients" among the places the number must be displayed.

Can I check a doctor's registration number?

Section 31(5) of the NMC Act says the National Register "shall be made available to the public" on the Ethics and Medical Registration Board's website. State councils also publish their registers; see the state medical councils page.
