Who has to display rates, and how
Two sets of rules meet on the rate board: the doctors' conduct regulations, which apply to every registered doctor, and clinic registration law, which depends on your state.
- CE (Central Government) Rules 2012, G.S.R. 387(E), rule 9(i)
Rates on display, where the central Act applies
Every clinical establishment "shall display the rates charged for each type of service provided and facilities available, for the benefit of the patients at a conspicuous place in the local as well as in english language". Rule 9 lists these as conditions for registration and continuation, so they bind clinics in states and UTs that apply the Clinical Establishments Act, 2010.
- PIB, Ministry of Health and Family Welfare, release 2322150, 12.10.2026
The Centre's letter of 12 Oct 2026
The Union Health Secretary wrote to the Chief Secretaries of all states and UTs asking them to review compliance and issue advisories so that rates are displayed at "conspicuous, clearly visible and easily accessible locations". It is a letter to states about the existing rule, not a new rule; enforcement rests with each state, and states outside the Act apply their own laws.
- IMC Regulations 2002, clauses 3.7.1 and 1.8
Every doctor, in every state
"A physician shall clearly display his fees and other charges on the board of his chamber". The same regulations ask a doctor to "announce his fees before rendering service and not after the operation or treatment is under way". These apply to registered medical practitioners whichever clinic law their state follows.
- NCCE standard CEA/Clinic-008, 3.5
Doctors, fees and timings on the wall
The national minimum standard for consultation-only clinics asks for signage, in the language understood by the local public, with the doctors' names and registration numbers, the "fee structure of the various doctors/ specialist", the clinic timings and the services offered.
- NMC guidelines 06.10.2026, para 8.1(x)
Factual, with no offers
"Any lawful disclosure of charges, packages or fees shall be factual, transparent and not misleading." Discounts, limited-period offers, coupons, cashbacks, referral benefits and free procedures that encourage unnecessary consultation are barred. The tool will not print a board with "discount", "offer" or "free consultation" on it.
- Charter of Patients' Rights, updated 23.08.2021, rights (ii) and (xix)
A name to complain to
The patients' charter repeats the rate rule as a patient right, and asks for the grievance officer's name and contact details, and those of the district registering authority, at a conspicuous place in the local language and English. The first right was sent to states for adoption in 2019 and the second was approved in 2021 for the minimum standards, so check what your state has taken up.
Before the board goes up
A rate list is read at the counter, by a patient deciding whether to go ahead. Write it for that moment.
Write the actual rupee figure; where a charge varies, give the range and say what changes it
Say what a consultation covers, such as one review visit within a set number of days
Use the same service names as your bill and receipt, so a patient can match the two
For procedures, use the names in the MoHFW list of medical procedures, such as dressing of wounds or removal of stitches
Put the date the rates took effect, so an old board is easy to spot
Print it in the local language and English; this tool prints Hindi, so have it made in your state's language if that is not Hindi
Hang it at reception, where a patient sees it before paying
Add the name and phone of the person who handles complaints
Leave off discounts, free first consultations and festival offers
Reprint it the day a fee changes, and take the old one down
The same fee at the counter
In Vitels the front desk bills the consultation fee in cash, UPI or card and prints an A5 receipt; with Vitels Pro each doctor has their own fee. Saved amounts are not edited later: a correction is a void with a reason, so the board, the bill and the day book agree.
Straight answers
Is it mandatory for a clinic to display its fees in India?
Clause 3.7.1 of the 2002 regulations says a physician shall clearly display his fees and other charges on the board of his chamber. In states and UTs that apply the Clinical Establishments Act, 2010, rule 9(i) of the 2012 central rules also makes displaying the rates for each service a condition of the clinic's registration. States with their own clinic laws set their own display rules.
What did the government say about rate display in October 2026?
On 12 Oct 2026 the Union Health Secretary wrote to the Chief Secretaries of all states and UTs, asking them to review compliance with the existing display rules and to issue advisories so rates are shown at conspicuous, clearly visible and easily accessible places. The PIB release says health is a state subject and enforcement rests with the states. It did not create a new rule or fix any fee.
In which language should the rate list be?
Rule 9(i) asks for the local language as well as English, and the patients' charter says the same. The NCCE clinic standard asks for signage in the language understood by the local public. This tool prints English with optional Hindi. If your state's language is not Hindi, make the board in that language too.
What should a clinic rate list include?
The clinic's name, address and registration number, the doctors with their registration numbers, each service with its rupee charge, the date the rates took effect, the payment modes accepted, a line asking patients to take a receipt, and a complaints contact. The MoHFW template for rate display also opens with the establishment's name, address and registration number.
Can the rate list show a discount or a free first consultation?
No. Paragraph 8.1(x) of the NMC guidelines of 06.10.2026 bars discounts, limited-period offers, coupons, cashbacks, referral benefits and free procedures used in a way likely to encourage unnecessary consultation, and says any disclosure of fees must be factual, transparent and not misleading.
Is anything I type sent to Vitels?
No. The board is built and printed in this browser. The clinic name, address and doctor are kept on this device so the other Vitels tools can reuse them; press Clear on a shared computer.
This page summarises the Clinical Establishments (Central Government) Rules, 2012, the NCCE minimum standard CEA/Clinic-008, the Indian Medical Council (Professional Conduct, Etiquette and Ethics) Regulations, 2002, the NMC Guidelines on Ethical Advertising and Public Communication of 06.10.2026, the Charter of Patients' Rights and Responsibilities and the PIB release of 12.10.2026, as read on 27 Oct 2026. It is operational guidance for clinics, not legal advice. States with their own clinical establishments Acts may set other display rules. The word check in the tool catches common phrases only; you remain responsible for what the board says.
