What the rules say

What the rules say about clinic notices

Most clinic notices are courtesy. Two are set by law: the no-smoking board under COTPA and, where the central Act applies, the rate display. These are the clauses we read.

  • Prohibition of Smoking in Public Places Rules 2008, G.S.R. 417(E), Schedule II

    The no-smoking board is specified

At least 60 cm by 30 cm on a white background, with a circle of at least 15 cm outer diameter, a red rim at least 3 cm wide and a cigarette or beedi with black smoke crossed by a red band, and the warning "No Smoking Area-Smoking Here is an Offence" in English or one Indian language. The 60 × 30 cm option in the tool keeps those proportions.

  • 2008 Rules, rule 3(1)(b) and 3(2); COTPA 2003, sections 3(l) and 4

Where it goes, and who to tell

The owner or person in charge of a public place ensures the board is displayed at each entrance and at conspicuous places inside, on each floor, and displays the name of the person a complaint can be made to. The Act defines a public place as any place to which the public have access, and names hospital buildings.

  • NCCE standard CEA/Clinic-008, 3.4 and 3.5

Timings and doctors, in the local language

The national minimum standard for consultation-only clinics asks for signage "in the language understood by the local public" with the doctors' names and registration numbers, the fee structure, the clinic timings and the services offered.

  • NMC guidelines 06.10.2026, paras 8.2(ii)(d) and 9.3

A leave notice is a permitted announcement

A doctor may make a formal announcement on temporary absence from duty, on a change of address or on resuming practice. Such announcements must be "factual, non-promotional and limited in scope", which is what a dated leave or closed-day notice is.

  • CE Rules 2012, rule 9(i); IMC Regulations 2002, clauses 3.7.1 and 1.8

The fees notice points to the board

Rates for each service go at a conspicuous place in the local language and English where the central Act applies, and every doctor is asked to display fees on the board of the chamber and to announce them before treatment. A pointer notice helps patients find the rate list; it does not replace it.

  • Charter of Patients' Rights, updated 23.08.2021, right (xix)

A complaints contact on the wall

The patients' charter asks for the grievance officer's name and contact details, and those of the district registering authority, to be displayed at a conspicuous place in the local language and English. It was approved in 2021 for inclusion in the clinic minimum standards, so check what your state has taken up; in a small clinic the doctor is usually that person.

Putting notices up

A notice works when a patient can read it from where they stand and it is still true on the day they read it.

  1. No-smoking board at every entrance and at conspicuous places inside, on each floor including the staircase and lift entrance

  2. No ashtrays, matches or lighters anywhere in the clinic; rule 3(1)(c) bars providing them

  3. Name of the person to report smoking to, on or beside the no-smoking board

  4. Timings board at the entrance, with the weekly closed day; reprint it when hours change

  5. Leave or closed-day notice up a few days before, with the date the OPD resumes

  6. Take dated notices down the day they lapse

  7. Rate list at reception, and the fees notice pointing to it where patients wait

  8. Facts only: no offers, no "best", no photograph of the doctor

  9. Have someone who reads Hindi check any custom Hindi text before printing

  10. A3 for notices read from across the waiting room; A4 for doors and counters

English and Hindi at the desk too

In Vitels the registration notice and printed slips come in English and Hindi, and Devanagari names and addresses render correctly, so what the desk prints matches the walls.

Questions

Straight answers

Is a no-smoking sign compulsory in a clinic?

Section 4 of COTPA 2003 bars smoking in any public place, and section 3(l) defines a public place as any place to which the public have access, naming hospital buildings. Rule 3 of the 2008 smoking rules makes the owner or person in charge display the prescribed board. A clinic that patients walk into is a place the public has access to, so our reading is that the board is needed.

What size must a no-smoking board be?

Schedule II of the 2008 rules sets a minimum of 60 cm by 30 cm on a white background, with a circle of at least 15 cm outer diameter. An A4 sheet is 29.7 by 21 cm and A3 is 42 by 29.7 cm, both smaller, so use them as extra signs. For the main board choose 60 × 30 cm, save the PDF and have a sign shop print it.

Does the no-smoking board have to be in Hindi?

The rules ask for the warning "No Smoking Area-Smoking Here is an Offence" in English or one Indian language, as applicable. Printing both, as this tool does by default, covers either reading. If your patients read another Indian language, use that one.

Can a clinic put up a notice that the doctor is on leave?

Yes. Paragraph 8.2(ii)(d) of the NMC guidelines of 06.10.2026 lets a doctor make a formal announcement on temporary absence from duty, and paragraph 9.3 says such announcements should be factual, non-promotional and limited in scope. Give the dates, who sees patients meanwhile and when the OPD resumes.

What should a clinic timings board say?

The days the clinic is open, the hours of each session, and the weekly closed day. The NCCE standard for consultation-only clinics lists clinic timings among the signs to display in the language understood by the local public, along with the doctors' names, registration numbers and fees.

Is anything I type sent to Vitels?

No. The notice is built and printed in this browser. The clinic name, phone and doctor are kept on this device so the other Vitels tools can reuse them; press Clear on a shared computer.
