OPD vs IPD: full forms and the difference What each means in Indian hospitals, clinics, surveys, GST and insurance.
Two abbreviations every hospital form, insurance policy and job advert in India uses. Here is what each stands for, where the line between them falls, and which rules change when a patient crosses it.

- OPD is the Outpatient Department and IPD the In-Patient Department, as the Health Ministry's Indian Public Health Standards 2022 spell them out.
- The National Sample Survey counts a case as hospitalisation when the person is admitted as an in-patient; surgery in a day care centre also counts.
- A private clinic, in the survey's definition, offers consultation with no in-patient facility. That is why clinic software is OPD software.
OPD (outpatient department) treats patients who are seen and go home the same day; IPD (in-patient department) treats patients admitted to a hospital bed. In a hospital both run side by side: the OPD has registration counters, waiting halls and consultation rooms, and the IPD has wards, nursing stations and beds. A private clinic in India is, almost by definition, an OPD with no IPD. The difference matters for more than signage. It changes how a visit is recorded, how a government survey counts it, how GST applies to the bill and what a health insurance policy pays for.
What do OPD and IPD stand for?
The Ministry of Health and Family Welfare's Indian Public Health Standards (IPHS) 2022, Volume I for sub-district and district hospitals, lists both in its abbreviations: "OPD Outpatient Department" and "IPD In-Patient Department". You will also see "OP" and "IP", or "outdoor" and "indoor"; the 2002 conduct regulations, for example, speak of "indoor patients". They all describe the same split.

How do official surveys draw the line?
The National Statistics Office's NSS Report 596, Household Social Consumption: Health (80th round, January to December 2025), defines the inpatient side precisely: "Hospitalization means to be admitted as an in-patient in a medical institution." It adds that "A person who underwent surgery in a temporary camp or day care center was also considered to have been hospitalized for the purposes of this survey." Each admission is a separate case.
The same report defines the two kinds of private provider. "Any other hospital/ nursing home/ day care center with facilities for in-patient treatment is called a private hospital. A private clinic is one with facilities for consultation with private doctor(s) but no in-patient facility." In that survey, 13.1% of people reported an ailment in the 15 days before the interview, and there were 2.9 hospitalisations per 100 persons in the previous 365 days. The India clinic statistics page has the outpatient numbers by provider.
What does an OPD visit involve?
For government district hospitals, IPHS 2022 sets out the OPD front door: computers with a printer for computerised registration, a patient calling system with an electronic display, and an OPD slip. In its words, "Patients should be given an OPD registration slip mentioning the date, the patient's particulars, the OPD details and a token number or use an electronically supported queue system." A private clinic follows the same pattern on a smaller scale: register, token, consult, prescription, fee.
IPD starts with admission and adds what an OPD never needs: a bed, nursing notes, ward rounds, medication charts, and at the end a discharge summary and a final bill that may run to many pages. That is the work a hospital system handles and a clinic system leaves out.
Do record-keeping rules differ for OPD and IPD?
Yes, in the wording. Clause 1.3.1 of the Indian Medical Council (Professional Conduct, Etiquette and Ethics) Regulations, 2002 says every physician "shall maintain the medical records pertaining to his / her indoor patients for a period of 3 years from the date of commencement of the treatment" in the Appendix 3 proforma. Clause 1.3.2 asks for copies to be issued within 72 hours of a request. The clause names indoor patients; it sets no separate period for outpatient records. What an OPD clinic should keep, and for how long, is covered in our post on the OPD register and record-keeping rules.
Is GST charged on OPD or IPD?
Health care services by a clinical establishment, an authorised medical practitioner or para-medics are exempt under serial number 74 of Notification 12/2017-Central Tax (Rate), for OPD and IPD alike. Notification 04/2022-Central Tax (Rate), in force from 18 July 2022, carved one IPD item out of that exemption: a room "[other than Intensive Care Unit (ICU)/Critical Care Unit (CCU)/Intensive Cardiac Care Unit (ICCU)/Neo natal Intensive Care Unit (NICU)] having room charges exceeding Rs. 5000 per day". Notification 03/2022 taxes such rooms at 2.5% central tax, without input tax credit. An OPD clinic has no rooms to rent, so the carve-out does not touch it. Check later notifications with your CA before you bill.
Does health insurance pay for OPD?
Only when the policy or an add-on includes it. The IRDAI Master Circular on Health Insurance Business, 29 May 2024, requires insurers to make products, add-ons or riders available for "every situation of treatment including domiciliary hospitalization, outpatient treatment (OPD), Day Care and Homecare treatment". That obliges insurers to offer OPD cover somewhere in their range; it does not put OPD into every policy. Read the policy wording, or ask the patient to, before promising a cashless or reimbursed OPD visit.
Which software runs OPD and which runs IPD?
Hospital management software is built around IPD: admission, beds, wards, pharmacy stock, lab orders and discharge. Clinic software is built around the OPD queue. Our hospital software vs clinic software page sets out the difference in detail. Vitels is OPD management software for single-doctor and small multi-doctor clinics: registration, token queue, prescription pad, billing and reports. It has no IPD, ward or bed module.
Questions
What is the full form of OPD and IPD?
OPD is Outpatient Department and IPD is In-Patient Department. These are the expansions the Health Ministry uses in the Indian Public Health Standards 2022. OP and IP, or outdoor and indoor, are other Indian terms for the same two sides of a hospital.
Is day care treatment OPD or IPD?
It sits between the two. The NSS 2025 health survey counts surgery in a day care centre as hospitalisation, and the IRDAI Master Circular of 29 May 2024 lists day care separately from outpatient treatment. For insurance, the policy wording decides how a day care procedure is covered.
Can a private clinic have an IPD?
A clinic with beds for admission is, for most purposes, a nursing home or hospital. The NSS defines a private clinic as a place for consultation with private doctors and no in-patient facility. Before adding beds, check how your state's clinical establishments law treats them.
Is GST charged on OPD consultation?
No. Health care services by a clinical establishment or an authorised medical practitioner are exempt under serial number 74 of Notification 12/2017-Central Tax (Rate). The 2022 carve-out applies only to non-ICU hospital rooms charged above ₹5,000 a day, which an OPD does not have.
Does an OPD need a separate register from IPD?
The 2002 conduct regulations set a 3-year period for indoor patient records and a 72-hour copy rule, and they ask for a register of medical certificates. They do not prescribe an OPD register period. If your state has clinical establishments rules, check them for record duties as well.
